Gameplay - Lucian Culling damage to minions bugged

The Culling is no longer performing 400% damage to minions. If you're going to nerf Lucian AGAIN, at least do it right :'(

In reducing damage to CHAMPIONS you must have inadvertently changed the damage to MINIONS.

I think they know. (Also, you should put this on the report a bug board instead of gameplay)
