You don't. There aren't really any efficient CDR items that also complements what an ADC needs. Black Cleaver is the closest, but other than that, it just isn't worth it. Even if you did get 40% CDR, the benefits would be marginal, and most likely hurt you. Having a lower CD on your zap, chompers, or mega death rocket isn't worth tanking your build.

Generally for CDR, it is least efficient on an ADC.

That's what sorcery is where for...

and if you really want to, you can get the cdr from a mix of different items, item 3060 item 3110 item 3025 item 3158 item 3190 item 3115 item 3065 item 3071 item 3142 item 3172 and cdr runes(usually scaleing glphs) The nice thing with jax is that he is prettymuch the only true hybrid champ left, and he can make good use of many different items.

Nothing wrong with 5% cd (sorcery) mastery on Jax imo. You get plenty of attack speed from passive and items, and being kited is bad. leap strike!

item 3065 , item 3110 / item 3071 , item 3172 as one example. Jax is actully really easy to get cdr on because there are basically no items that have stats he can't use. However using cdr runes are probably your most efficient way to get 40% just because cdr items are generally designed to get you to 30%.

Honestly I'd say that if you want cdr on Jax just aim for reaching 30% with your build, and try to steal the enemy blue when you get the chance. That let's you focus on getting stats he can use a little better while still getting most of the benefit of max cdr.
