Kennen balancing - bringing him back to the meta (not just as a split push ult-bot)

So ever since the "adjustment" to Kennen's ultimate his presence in the meta has completely dropped off what it used to be, allowing him to only show up in Korea as a tank counter when the team wants to run a split push heavy comp. My problem is that on-hit Kennen is just so boring and doesn't feel fun to play at all. His ap build and his popularity in worlds this year was an absolute joy to watch. The tp flanks when you had protobelt (or flash) and zhonyas up was the absolute most satisfying play to pull off, and it was just the coolest thing to see in pro play.

With the on-hit build, you don't get zhonya's for obvious reasons, and it makes his ult plays much less successful and satisfactory.

Right now, Rumble is a really good meta pocket pick in all regions. It's really sad that Kennen doesn't get to join him and we can't see that match up in pro play. I think they're really similar champions too (no mana, heavily dependent on magic pen, very ult centric kits). Kennen's mobility makes him a very different champion to rumble though, with different strategies and synergies to consider.

So my recommendation is not to revert the changes to his ult. I think those were in the right spirit, but hit his damage just a little too hard. I think a slight buff on the ap scaling of his W, giving him a little more damage when he has some items under his belt, and maybe increasing if he has more marks of the storm on his target (i.e. proc'ing 1 mark doesn't do a lot, but proc'ing 2 does a decent amount) so it gives some interesting combos and ability sequencing. This would up his damage a bit when he goes for an all in, since you can proc it during or after the ultimate, and create unique strategies around how to best deal damage, since you want to land the ult on at least one target for the entire duration.

I really would like to see him back in the meta as an ap champ to rival Rumble, and I think he's one of the more fun champs to play in the top lane. It just feels really bad that he doesnt have a place in the top meta when there is such diversity in that lane, and his 2016 world's comrade is seeing so much play in the pros
