Serious question...

Disclaimer: I actually would like to understand this subject and I am not trying to flame or rage. I'm actually curious.

So the surrender system is a bit odd to me. I think the 15 minute surrender is a bad feature but I also think that having a system where 80% of a five man team has to agree to surrender is bad. I want to know why it isn't a majority vote which would be anything north of half of the team being a surrender vote. It seems unfair as this means three people who do not want to be in the current session are now forced to play it out or face reports that get filtered through an automated system because of two people. Please help me understand what sense this current system makes if any at all. Thanks.
