HOW to play as Vlad sucessfully ?

for a day or so. but when ever I play I either feed or I don't do much. I didn't think he was supposed to be that difficult. I usually take

to stay competitive up top. ill build 
and take 4 
, to start, then I try and build health first since he needs sustain up top. but I'm not sure how to build him correctly in game, as well as what to focus on and what to get once I have a few kills and assists. any help would be great thank you. oh and another thing, how exactly do you stack his E Tides of Blood
