MTSU, please read this entire message of mine. It'll be in your interest and I'm going to thoroughly explain the situation you're in. If you read it all, I promise that I'll include tips for playing Vlad if you're hellbent on continuing.
Imagine your opponent knowing every single move you're about to make, two seconds before you make it.
This is the handicap that you give yourself when you play vladimir.
His E no longer stacks; Unfortunately you purchased him one day after his rework from a unique, fun, versatile champion.. Into an underpowered, fragile copy of several mechanics already in place on other champions.
There's nothing unique about the currently vladimir; all of his abilities are lesser version of more OP attacks that other champions have.
If you like his E, go for Darius; Darius' Q is like Vlad's current E, however it deals more damage, heals Darius for thousands of HP per swing, and increases his movement speed, rather than slowing it like vlad's does.
If you like Vladimir's Q, go with Ahri. She gets the movespeed bonus from every cast instead of just every third, and the movespeed bonus is greater. Ahri's spellvamp heals her for significantly more than Vladimir's sustain.
If you like Vladimir's W, go for Fizz. Fizz's Playful/Trickster ability is the same thing, except its cooldown is just 5 seconds instead of 25. Oh, and it lets fizz jump over walls.
If you like Vladimir's R, then go with Swain. Swain's E amplifies damage by 20% instead of Vlad's 10%, and deals a massive amount of damage over time.
All of the mentioned champions are significantly tankier and stronger than Vladimir, with increased sustain and mobility.

There are no tips for him right now because his win ratio is in the 30% zone globally. Just by picking him, you're so useless than your team's odds of victory immediately drop by 40%.(30% out of the (50% default) is 60% of 50% Aka a 40% reduced chance of victory simply by choosing the champion. You probably have him down, because Riot made him extremely simple to play as, so simple that even your enemies know exactly what you're about to do at any given moment. They're always a step ahead of you because all of vlad's abilities are telegraphed aka they give the opponent well over 100% reaction and counterplay chances.

, this item was never a core item or a good item for Vladimir, only a situational item that should rarely be build. Stop building that hextech protobelt, it is a terrible item on Vladimir.
