Exhaust
When does this spell apply? If Draven throws an axe can I exhaust him before my teamate flashes away, or is it only packaged with spells and effects after they use them while exhausted?

Everything that changes damage applies as soon as it casts, even to projectiles that are already airborn.
Examples include 
: If you have an auto attack already in the air, casting a spell will proc the sheen for that auto attack. In Ezreal's case, the sheen will apply to whichever hits first, the Q or the auto.
Similarly buffs like Nami E, Janna E, Ardent Censor, apply to auto attacks already in the air.
Blinding someone after they fire an auto attack will cause that attack to miss, provided the blind lands before the auto does.
