Cinderhulk is one thing but...
When your enemy laner just pushes the wave, and comes back with gromp buff, and a low CD exhaust that does true damage, it's just like. "Why am I even here?"

Its another example of how changing one thing in league can make the biggest changes. Since everyone wants to win they will do their damnedest to achieve the most cheap/overpowered method of winning and thus they take the recently buffed jungle item and abuse it in top lane.
All Rito wanted was for everyone to use each smite upgrade and not just chilling smite. Then some bloke in Korea or something decided it was a good idea to take it top and bam insta wins.
What annoys me is that this will just result in either cinder hulk or smite in general being nerfed back into obscurity.
Gromp buff should be changed to not affect champions (like krugs).
Challenging smite should be most effective in jungle and weaker near minions/turrets (its purpose was to win jungle skirmishes, and I've never seen it used to that purpose).
Make those 2 changes and I think you don't even have to touch cinderhulk...
I just wish Riot would leave this alone. Maybe the way smite works will change the meta. Riot shouldn't balance the game around the meta. If the game changes, change with it.
