What if every summoner leaves bronze but just one person is left in bronze 5 who will he queue up with if he decides to rank?

Matchmaking determines teams by your MMR (Matchmaking Rating), not your Rank. Even if there is nobody close to your MMR, the system will gradually expand the search until it has no choice but to put you in an uneven match (MMR gains/losses are affected by this difference to be fair).
He'd be stuck in an extremely long queue time until the mmr expands to a point where it will include silver 5+ players and then he will enter champ select.
He will be matched against beginner bots, cmon thats an easy question
