What are the new queue dodge penalties

I think its a slight lp loss (5 or so) but not nearly as much for losing a game because your own team were arguing in champ select and banning eveyone's champ they wanted to play. This is happening wayyyy too often and to be raging at each other before the game starts is a huge red flag of an upcoming loss.
