False reports and honor system

what should happen to a person who issues out a false report? i mean the new honor system is tied to the report system there are so close that u can play 300 games a month and not hit lvl 3 or above honor level cos of report and u can play 50 games a month and hit lvl 4 in this honor system all because the reports ive decided to play far less games invest far less time in league cos of this. If u dont believe just have an admin check out your report and see how u level up if there are all false report, after being check if u where stuck in say honor level 2
