idea for Riot about noobs/trolls/ and people who dont care about pick order in ranked

Every have someone on your ranked game who just says" i only know how to play one lane"? or maybe someone who just wants to play his way and screw your game up,,, Riot i think you need to develop a vote/complaint system where really if someone has points/votes against there profile for not being skilled in ranked, or not following pick order, then SHOULD be banned, and or suspended till YOU(RIOT) actually look at there game play and deem it acceptable for ranked,, im fed up of losing due to lack of tank, or my sup ksing me, or whatever!!!!, im just done with this "no punishment" for the noobs that play ranked,,, i play to win,, not to stay in a bronze,,,,, please if you agree, lets me this happen people, like and oy sign agree,,,,:)

I like some of the ideas here, but I'm actually kinda ok with the way that is currently done. If you report someone as unskilled, their MMR dips and they are matched with worse players. In theory, this will make the problem stop as the person plays with worse and worse people until they are where they should be.
