Login Queue?

It prevents the servers from crashing when there's a massive amount of log-ons at once. Makes people wait in a queue to log in, as it says.

I haven't seen it since the Summer of 2014 though. I thought it was gone forever.

Edit: Actually, I remember it in the beginning of Season 5, when we got the new map too.
