why always my teammates are not in their level? I just hate this game never have fair and balance in my every single game.

Play HotS Quick match. Wait for it to give you an Abathur, Nova, Gho'Ghall, Brightwing. (That match was miserable.)

If by "level," you mean you're on a new account... Match making is actually really hard in this environment. Not only does the system have to look for smurfs, but it's common practice for experienced players to queue with newly invited friends. This introduces a lot of variables into the system.

If by "level," you mean ranking... Two things to keep in mind:

red team always has better players. It's a long-standing band-aid to blue-side's visual advantage.
Visible ranking means very little; invisible elo means everything. You could [theoretically] have a diamond ranked player go on a losing spree achieve bronze elo. (Is promotion protection still a thing over there?)

If you're playing in dynamic queue: the gains/losses are just nutty; hard to tell what anybody really is there. If you're playing Normals: Welcome to the big leagues. We take things seriously over here. If you're Playing ARAM: relax. 70% of matches are decided at champ select anyways. If you're playing TT: There aren't many of us left. Riot is on the slow path of Dominioning that map. (>_>) If you're playing featured game modes: Those don't really have a persistent elo system as far as I know...
