It shouldn't take several years to fix a champion

Champ like Volibear or Yi are in a horrible spot since many years now, they never speak about them, and they basically do nothing about them.

They are pretty much the worst character in the game, yet it has been 2 season since they are in this state. It has been the same for Aatrox, they had to wait many years in order to have finally something.

I don't think that Riot doesn't have the capacity to make efficient work in order to fix those character quicker than a wait of 2 season.

That's not normal to have to wait that much to fix those things. Plus other rework and other champ are putting ahead in priority before thoses champs, i just don't get it.
