Saw this referenced in a few posts in the past, and did a search, and have not seen anything recent on it.
I have read this page this page, but it is fairly vague.
anyone who can shed some light on this subject, comments would be appreciated.

Obtaining knowledge and strategies from out of game is acceptable to Riot in most cases. It becomes unacceptable if the service you use alters your in-game experience to give you an edge, for example scripts causing you to juke skillshots, or adding overlays to the game that show information that Riot does not make public.
Is Lolwiz a program or just a website? if it doesn't interact with the league of legends client and game then you're probably safe.
This is the only thing i have found from Riot on the issue, not sure if it still stands up though
