Will Swain still be permabanned?

With Swains ULT CD being doubled, will swain still be permabanned in ranked games? I think this is a huge nerf to swain and his winrate will probably go back down to 50%. I am asking this because I really want to play Swain again, even if he is massively nerfed. Are these nerfs enough for me to play my favorite bird again???????
