They had loot boxes since before EA went too far with them. And seeing as most people hate them in Battlefront II because they a) give game play altering loot and b) come with the required $60 price tag to even gain access to them... It isn't comparable to Leagues version(which are given by regular game play and are part of how Riot is able to gain money despite providing a free game).
There is a random skin option on the pbe, so im not sure why there isn't. There is a mystery skin option for friends, so I guess you could do it that way...

That comes from the sale of cosmetic items because their game is free.(which, by the way, skins also can be obtained for free)
