Smurfing

I've been playing a few games recently and I've noticed quite a few players who stand out above my own current elo, some of whom claim to be smurfs. This isn't a problem in normal games since I can learn by watching players who are better than me, however in ranked this is incredibly frustrating. Really I just can't seem to find a winning balance. If they're on the enemy team, they stomp one of my laners and there's not much they can do about it. If they're on my team, they'll rage at other teammate's mistakes and basically quit, even if we can still win a game. These players can ruin games for casual players who main one account trying to climb fairly. When I click that queue button, I expect people within my own skill range. Somehow that isn't the case and people with diamond accounts are ending up in mid-Silver. I understand why smurf accounts can exist, but they personally ruin my experience with the game trying to improve my own account's rank. Are there any suggestions on how to avoid this?
