a fair way to access non-victorious limited skins

if we are able to reroll skin shards into prestige and hextech skins after having every other skin in the game we should get to reroll limited skins outside the victorious skin line, since those ones were earned through ranked, but the rest eh it doesn't make sense to have them unavailable forever. i want unchained alistar and silver/judgement kayle and king rammus. nobody enjoys those skins any extra bc new players cannot possibly get them any how and it would reward players who have every skin available already.
