Vlad has literally received zero buffs and you now think he is OP. Learn how to play against him rather than scream OP. And this goes for every champ.

and percent health damage champs and items totally throw him off...I think the player might just be upset because vlad can tower dive for 3 seconds without damage

Yeah I wouldn't call Vlad's early game strong. He is pretty beast late game though.
