Remake should be removed from Normals

I am sick and tired of going into a normal game to practice a champion and having the enemy team DC or not connect and have them remake because they don't want to fight it out and see if they can win. I'd rather have the feature added for ranked only so players who want to play the game for fun/practice champions don't have to sit through a long que time, long champion selection time (Draft pick only), long load times because someone always has a pleb pc. Then have the enemy surrender within the first 5 minutes. Most of the time I can convince my team not to remake, but sometimes I can't and I think it is a real issure. I talked with a few friends of mine and they all agree, it's a feature that should be used for when it matters.
