More available Options Menu. (Idea)

I think league should make the in game option, available in the client of the game. This would be great for editing where to put your abilities, summoner spells, and items on your keyboard (Or mouse) without having to get in game. This is just an idea for those people who don't want to have to start a game to edit where their abilities will go.

TLDR; Make the in-game options menu accessible in the client.
