Yeah they don't give a fuck. Clearly this is them being like ha fuck the player base.
It's a band-aid nerf to show they're looking at Zoe; someone from Riot confirmed on Reddit that we'll be getting Zoe nerfs in the next patch, and that they weren't able to get around to shipping them to live in this week's patch.
No, they don't care. Why else do you think it's taken this long for them to do literally anything?
