Sion Q&R disabled

I just played a bot match with Sion to try him out and once I skilled up my Q and my R, neither of the moves triggered once I hit the button. The sound effect played each time I hit the key but neither activated. Basically I only had my W and E. Not sure if this applies to matchmaking but I felt like it needed to be reported.
