I've been maining zilean for a while now.... He can be fun but is rather retarded to play if thought about. Damage source is wonky, He passive bugs out and self-casts, and his q's targeting is fucked. Will be he ever be updated to be a more effective tool then burn all your spells to and then maybe get a stun off?
He already received a rework recently. I doubt they will touch him at least in the next 1-2 years.
As long as you are throwing your bombs correctly you'll always be able to hit all 6 minions with your bombs. And if you double bomb a low health minion it will do both sets of Q damage as if it were one ability. This means more damage and make the 2nd bomb do pretty much true damage because of it. His passive used to be better, his Q targeting isn't bad, would you really want Zileans Q to hit like a Fizz ult does? + maybe get a stun off? he can get 3-4 stuns off in a row as long as he keeps bombing you with enough cdr.
