The problem with ranked

We can't deny it. There is a problem with the ranked system. As a matter of fact, there are lots of problems with the ranked system. Now, this thread is not about whining, but rather it's about identifying the "problem". I have thought a lot about this idea of loss streaks and unbalanced match ups and raging when it it me. The problem is not within the the tiers and the system itself, it's about the players. Many of these players are make other accounts. Smurfs. They create new accounts while they already have one that is a high tier. They dominate in the lower tiers, causing frustration to their enemies. As a result, this causes the other team to believe that the problem is their bad teammates, not recognizing that they are going against a plat 1 smurf in a bronze or silver rated match up. Really, there is no word to define this problem other than unfair. Smurfing causes chaos in the community more than you think. Now I really don't know what how to deal with smurfs, which is why I said that this post is simply about identifying the problem, not solving it. I have no idea how to solve this problem, which is why I turned to the community for an answer. I have done one part of the case (identifying), can you guys help me with the other (solving the problem)? Now many of you guys may say, that it's a challenge to go against these people, but I personally would want to go against players at level so it would be fair and so that I do not have to loose lp because of a stupid reason (smurfs).

Tl;dr Smurfing causes chaos within league, affecting ranked a lot negatively.
