Should I buy graves or wukong?

I love both champs from using them from free-to-play, but i am not sure which one i should buy. I have 3.2k IP rn so i wold love to know how to spend my IP wisely. Please tell me which one is better.

Wukong is naturally broken. Hes sleeper op.

Go with Wukong. He has built in armor pen, a gap closer, can screw with the enemy's head using his clone and has a decent amount of built in tankiness due to his passive, in addition to his ultimate which is really useful for shredding people in teamfights as a good Wukong will clone in from behind, E into the enemy and use his ultimate to knock up the team, doing crazy amounts of damage if he's able to get off all four ticks though two is usually enough to contribute as after the initial knock-up he's somewhat vulnerable due to being unable to commit any other actions other than just move a bit faster.

graves is a generalist pick. he isn't nearly as op as he used to be but hes strong

wukong is really op if he snowballs. hes pretty much played as an assassin.
