Because your current rank is above where your MMR says you should be. Therefor the system is trying to correct that with harsher punishments and lesser rewards

Here is my question. How does MMR determine you do not belong. If you are winning games and you are in a certain League then shouldn't you deserve to be there?

and remember riots match making strives for a 50% win loss, so if you lose more LP per loss and win less LP per win, you will almost never move up at 50% win loss rate after the algo determines you are at too high of a rank... yaaaa!

No.

It's that statistically, as long as things are properly balanced, you will settle on a 50% win rate. If you get better, then you'll start winning more until you eventually settle on where you belong for your new skill level (and likewise in reverse if you start playing worse).
