What is going on with this game...

For the last couple of days i have had to play ranked games with trolls, bad pings, afks, and players from other regions playing like bots ( just leveling a account ) why does league not punish these players? I have reported and nothing happens. Why do they focus so much on just the people who are toxic and not the trolls who actually don't give a flying fuck about a ranked game. They come feed-troll pretend to speak another language and leave. Why is Regions not restricted? why are we forced to play with someone with 500-1000 ping. For fucks sake do something.
