Please revert Swain's Q cooldown.
The latest batch of changes to Swain have been pretty decent for the type of champion he's supposed to be, except for one. I feel like the changes to Death's Hand's cooldown were the thing that pushed him out of solo lanes and into support like every other mage that got outclassed by it's peers, such as Brand, Zyra and Vel'Koz. I'm not sure if this is a problem with the balance team fundamentally not understanding the type of character he is or if they made these changes by design to force players to build full glass cannon. Swain is supposed to be a battle mage, someone who can challenge other champions head-on, this is what people who play him enjoy. For that to happen he needs to build accordingly, usually by purchasing items like Rod of Ages, Liandry's Torment, Rylai's Scepter and Zhonya's Hourglass. These types of items however give you very little to no cooldown reduction. That wasn't so much a problem before his rework since he was a DoT mage, and his spells had an effective cooldown lower than their actual cooldowns, so building CDR was rather unnecessary. It remained true to an extent after his rework, since Death's Hand had such a low cooldown by level 9 that you'd have a reliable source of DPS while you're in the thick of a fight and waiting for your W and E to come back off CD. The last change to the ability made that not so anymore. 4 seconds is a lot of time to be waiting in someone's face while autoattacking them for 40 damage. I understand that they put a lot of power into the ability by making it go through minions and maybe that's the reason, but by the time you hit level 9 before you'd have some AP and base damage to be able to pierce waves with Q anyway and waveclear fast, while also regenerating all your mana doing so.
Please, revert his Q cooldown. If not back to 2.5s at level 9, make it at least three so with a bit of CDR you can get it to 2.5. Let my man escape the terrors of the support role that every dumpster mage is forced into and back into true Grand General status.
