Mouse button drag scroll fix

Riot please. Make it so when i release the mouse button it STOPS MOVING. Why does it keep moving? It seems very odd that you have an option for this to be on/off for regular side scrolling (camera smoothing), yes it DOES NOT APPLY TO MOUSE WHEEL DRAGGING. Please make it so if you have camera smoothing disabled, it is also disabled for mouse wheel dragging, or just create a seperate option to enable or disable the "slingshot effect" specifically for mouse wheel dragging for those of us that use it as our primary means of camera control.
