Q's cooldown is reduced by 5% Every use of Q reduces the cooldown by .1 seconds up to a max of 10 seconds at 100 stacks.
You said nothing about it having to be really different from ultimate hat.
A QSS for AP
The Ultimate Hat shouldn't be changed because it can effectively add 15% more cdr for ultimates= 55-60% for ults only while the rest being 40-45%.
