Removing Queen's Tribute feels so bad

I personally couldn't care less about the Twinshadows/spookyghosts active on FQC, but Queens Tribute felt so critical on a hand-full of supports, specifically .

I would normally buy on Bard because the small haste on-damage would balance out losing the out-of-combat movespeed and allow me to reposition for a Q or E. I found out the hard way that no longer works and I move in slow-motion once I try to harass or lock-down an enemy champion.

Could we please have Queens Tribute back?
