This is normal because...?
I literally was farming my first wave and this happened, I can't be the only victim of this. And why is a Jungler out leveling a laner considered to be acceptable.

You moved toward the unwarded brush while Annie had her stun ready. That tiny 25-50 units of movement you did for no reason made you a free kill. Why did you do that? Do you just move randomly without thinking about the purpose of each movement? You were already in range of the minion that you were intending to last hit. There was no reason to move to that location.
Also, you shouldn't have attacked that minion in the first place. It only had one ranged minion attacking it. It would have lasted quite a bit longer before it was in last hit range. And if Annie was still sitting on her stun at that point, you know something is up so you should last it it from long range with Q or just give up it because 1 minion isn't worth dying.
You misplayed, that's why you died. Maybe you don't always get punished for it but this game you did. It's not guaranteed that the jungler will be waiting in the brush but given the situation a better/more experienced player would not have positioned like you did because of the possibility of a gank vs the insignificance of that single minion that you probably could have gotten with Q anyway.
And where were your wards? Did you place them anywhere? You could have had that brush warded as well.
Annie did nearly all the work, all Jarvan did was to give one knockup...
plus... 3 Summoner Spells for one kill... they bought first blood expensive.
So what would you like? That junglers have no effect at all? Close all jungle entrances but the lanes? Maybe just delete junglers?
First camp give junglers level 2
Back in season 3 laners would have been at lvl 3 while Jarvan would be getting missing pings from his teammates for wasting time.
