2 Super Minions at 25?

Can someone tell me why the hell there are two super minions spawning in a lane at 24 minutes? [sg-lux-2]
I know its usually meant to end the game faster, but a normal game tends to last much longer than 24 minutes. Is this riot's way of making games faster...? Because I don't really like it, especially in ranked where I want to feel like I have the opportunity to make a comeback, and not just feel like riot's trying to overwhelm me and my team by having us surrounded by 4+ super minions plus the other 18 or so normal minions. Did anyone else notice this/feel this way about the minions?

2 super minions spawn per wave when the enemy takes all 3 of your inhibs. It's not the time that has anything to do with it, they just took 3 of your inhibs.

Unless there's some change in patchnotes I didn't read.
