Am I Missing Something?

So I just hit level 23 and I received 763 BE and nothing else from the capsule I obtained, I was under the impression you could also get champion shards from them or is that like a high level thing? If this is how its supposed to go then i guess I'll wait till lvl 30 till I can play Zac :P*[zombie-brand-mindblown]*
