Doran shield is supposed to be an item to buy if u are against a hard matchup or if u are a tank.
But the other dorans items and 
is stronger than doran shield will be, ive only seen champions with no mana go doran shield because it is wasted mana regen.
Doran shield needs a buff or the other items need a nerf.
I main top/jungle and I never buy it.
When it's good it's picked by EVERYONE...Even poke supports bot. So it has to stay next to unviable. but still not a complete noob trap. play it into a teemo lane. Or Zyra lane. Brand too.
Those are the only champ dealing enough dot dmg and stuff to make it worth while. But the other dorans stack.
personally if you could buy 2 health Pots AND get it. it would be balanced. Remove 50 G from cost and we are fine really. It would make it more efficient and a better buy for sustain.
You don't buff items only because they are weaker than others. With amount of sustain in the game right now, buffing DS wouldn't do anything good, it would only push tank meta further.
