How about you just get rid of stealth altogether then. Since it is beyond clear that: -You hate the mechanism. -You absolutely cannot balance it whatsoever. -You don't care about having champions kept purposely weak because of it. I'm honestly not sure why you can't deal with stealth. Dota, HoN and even now Heroes of the storm all have permanently stealthed units, and it works fine for them, sure you could say stealth is a mechanic that isn't really fun for some players to play against, but if that was just the case you would never dare to introduce horrible monstrosity to the game like fucking Kalista.
tl;dr Just get rid of stealth, you have no idea what to do with it anyway. Buff Eve's stats and make her a playable champion again.

Shaco would require a lot of buffing in return for removing his short-duration stealth. Do you really want to see Shaco buffed? I'd rather keep him as the creepy, sneaky clown he currently is. Viable when played well.
Wukong has no good escapes without his W, and it's an integral part of his character and viability. If he can't go invisibile, he can't set up his ultimate. If he can't stealth, he can't trick his opponents with his dummy clone and standing still.
Twitch would be nothing without his stealth. He would be nothing more than a free kill for any mobile champion, unless all four of his teammates were high-CC tanks that could permanently keep enemies off of him. He might have great damage potential in his kit, but his stealth is what allows him to ever have the chance to deploy it.
