It's probably the most busted summoner spell for denying champions like 
or anyone else who has to make the risk of placing their body amidst the entire enemy team during a teamfight.
I don't understand why people should be rewarded for pressing one button and completely reversing the tide of a fight. As a Kennen player I find it increasingly frustrating that the enemy support basically has exhaust up every time I want to make a play.
isnt that what kat does to ult ? and get resets?
what about wukongs aoe ult ?
what if we removed all summoners spells ?
cuz no one should be able to flash away just by pushing a button or do true damage to secure a kill by pushing one button or heal, teleport etc
They already nerfed it out the ass — removing the armor/mr reduction, removing the attack speed reduction, nerfed the damage reduction from 50% to 40%. It's fine in its current state.
It's the best tool in the game for stopping a fed opponent. It's absolutely critical to the balance and design of the game. It is a short-range semi-disable spell that lasts a VERY short amount of time and is completely bait-able. In short, I completely disagree with you on this one.
Exhaust is in an excellent spot.
