Bring back Vlad's old E/ or balance his new E

Nuff said. Vlad's new E is weak, weak weak weak weak weak weak weak. It hits weaker than a frickin auto attack from a mage and that's pretty bad.

BRING BACK HIS OLD E AND STOP BRINGING CRAPPY BALANCE CHANGES TO PPL WHO WERE FINE THE WAY THEY WERE.

Honestly.. Riot balance staff needs be all fired and bring in a new team with people who actually probably play League.
