You should definitely have a winrate higher than 50% to climb.
You're at a 48% winrate. In that case it should be expected to fall down slowly. If you want to climb, win more games than you lose so your mmr gets higher and you receive more LP
I remember reading something from riot explaining the reason behind it I rather not dig through stuff to try to supply the link but you most likely can find it if you want to.

Right. So say they did it and they give you 1 extra when you reach 99. Now you're going to come back next patch and complain about 98 LP. Then 97 LP.
