How do you create a perm champ from champ shards?

I honestly dont remember how to do it anymore, and I can't find the option anywhere! Can someone please teach me how to do it ?

Do you mean upgrading a single share or refilling 3 into a perma champ?

The option to reroll 3 champion shards into a single champion permanent was removed with the release of the IP>BE changes.

The logic behind the change is as follows: With leveling rewards giving you multiple low-cost shards most of the time, the option to reroll into an "unowned" permanent means you'll get champions at a much faster rate than you can now. Instead of crushing shards and waiting for the BE gains, or hoping to get lucky with a shard drop, you can just turn those 7 90BE shards you got for the last 2 levels into 2 potentially 6300 champs, a massive BE cost discrepancy.

Riot is already losing profits with the BE changes because with Runes being free, people will have less incentive to buy champs with RP (previously they were spending all their IP on Runes instead of Champs). To minimize the remaining RP champ sales loss, they removed the option to reroll champ shards into permanents. It was kind of skeevy and it prevents players from just auto-rolling the newest champs when they come out.

Last I checked you can still reroll skin shards into a perma though.
