Why does Riot keep making champions?
They can barely balance the champs we already have and they keep making new ones that are usually balance nightmares. Why can't Riot just stop and fix league's existent problems before adding more problems?

Because if they don't keep adding champions on a regular basis the majority of the community is going to whine and moan about how Riot didn't live up to the quota they set for champion creation despite the other half of the community not caring about champion creation. No matter how many people you please with one thing in this community you're displeasing twice as many people on the other side.
Cause they need money. No new content = no money. No new content = no new players. No new content = people will be bored of old content and leave. Not everyone OTP who plays Teemo only from season one. And since this game is free they need to make up for it somehow. Also I love new champions. I really enjoying all the releases even know that I will NEVER play not even one of them (cause I'm that OTP myself). But while they creating new champions they creating new game mechanics or visual mechanics that rather help update existing champion pool with cool stuff.
So. yeah. let them do what they are best of.
