let Miss Fortune become a usefull champion

I thought about a slight buff to Miss Fortune, that would give her an unquie strenght without being op.

In the last Ashe update and the last PBE Lucian buffs the champion passives were adjusted better to the champions. Ashe got her characterisic slow inbuild now. And Lucian got a better scaling on his passive in the lategame, after his inital passive got nerfed hard before. Giving Miss Fortune the ability to speed up her passive is realy nice, but is build in a weird part off her kit. Activating w for the atk-sterioid or the utility is such a weird tradeoff. But what about giving Miss Fortune her windup on her 2nd q-prog (and killing unit ? maybe to op, has to be balanced)? It would be enough skill involved to not opressive abusable, but would give her a cool unquie strength, that could be tradeoff worthy for the strength of other adc( looking at u kallista ).

Her passive now can be realy funny. Going untouched, dodging every skillshot and puting out dmg with high movementspeed kiting is realy the best experience i got with her. So i thought this buff would realy give her the unique carry potantial all other adc have in there kit (kallista, twitch, graves aso.) Also it gives her the ability to reposition realy good in fights, which would be a good tradeoff for her imobility by casting ult. Miss Fortune ulti has just a weird scaling for an adc and is realy jsut worth in full aoe execution. Champions have become much more mobile then, when Miss Fortune was considered meta.

Toning down the early power by nerfing the passive on early levels, might be a good idear.
