[Gameplay] Frame Skips since PreSeason Patch

Anyone else experiencing tremendous frame skipping ever since this new patch roll out? I myself have too good of a PC for League. and im experiencing frame skipping.

I've done everything from Restarting PC, initiating client repair, Reinstalling client. Lowering all settings, Capping frame rate, Testing frames on intense games such as Red Dead 2 Max settings, Nothing other than a problem from riots end comes to mind. Like i said everything was running fine Pre Patch. Its unplayable atm for me

Do you have Blitz installed?

I have this issue too. No add ons installed or anything. Started right when I updated the client to pre-season. Also having an issue where i cannot see certain people online without restarting my computer.
