Skarner is Broken

64.6% win rate in ranked as of August 22nd. Enough said. But he really is broken. When did Summoners Rift become dominion?... The Juggernaut rework. You cannot physically attempt to kill this champion while near his crystals (Dominion Turret). He does insane damage with tons of cc. And in my opinion the whole crystal thing is kind of a gimmick. Thoughts??
