Sona is the weakest support and your list doesn't even include Bard or Thresh. That's only a quick analysis of one role, I'm seeing SERIOUS discrepancies in all five of them. This list is garbage.
depends on if you mean for you or for overall because low elo wont be able to play the best champs at top tier making them not so top tier.
For the ADC role I don't feel that Graves and Quinn are top-tier in the typical ADC botlane. I feel like they're better in other roles like Jungle or Top.
I also wouldn't agree that Illaoi is actually a problem in top lane. She might win lane due to her opponent being a melee, but I don't feel her contribution to a teamfight is as noteworthy as some over champions due to her lack of CC.

This is how I'd place it. I wanted to add Riven and Yasuo, but I really only see them dominate in a game if their skill surpasses the entire enemy team's.
