Question? Does Singed make good use of the catalyst rework?
My friend and I were talking about it and I mentioned Singed becoming OP with it. Would this be true? TY and GL;HF.

My Math says:
Grants him 16.25 health per 5 second (3.25 per s) while his Q is active. With Spirit visage and masteries this will result in roughly 21.5 health per 5 (4.3 per s)
It's a very nice buff to singed but not exactly OP.
