Delay after Ryze's ult?

I've been playing Ryze multiple times, and for my last 2 games I kept on playing with him. I noticed something is strange after you used Ryze's ult. There seems to be a delay after casting Ryze's ult, which caused his next spell to be not cast. I think the general habit for Ryze players is to cast all his abilities after casting his ult, since the duration is pretty low. I noticed this peculiarity after they changed Ryze. My usual order for Ryze's burst is R, E, W then Q. On the old Ryze, all the skills came out properly. On this new Ryze, the E will not be cast. Only if I waited for around a fraction of a second after casting R, the next skill will be cast successfully.

Does anyone notice this? Thanks.
