I have a question, there are several sites that say they have custom skins you can use in game. These are made by people not from riot and are free to DL and install and use.
My question is, will riot spank me and take away my birthday if I use them?
I dont care about the "you gets virus for DLing them!!" stuff, because I wont. And I dont care to debate that point.
I just want to know Riots official stance.
Typically it's ok as long as it doesn't provide any sort of advantage, and the app doesn't have any illegal feature (even if you don't use that feature you'll be banned for it). Check out the following articles for more information on Riot's 3rd party app stance;

I asked the same question some time ago and didn't get a clear answer. From what I can gather, if it doesn't use a custom particle effect or something, it shout be fine.
If it's just a recolor it might be safe but I don't really know
I dont know, I am too scared to use them, there is ALWAYS a chance that you can get permabanned and RIOT isnt exactly a company that gives many fucks after they have already banned you unless they comletely screwed up.
If you use them, enjoy them while they last. They won't be usable with the client update anymore due to how champion and skin files are going to be changing.
